美中高層對話 戰略安全先行

（中央社台北2014年7月7日電）美國與中國大陸的「戰略與經濟對話」（S&ED）9日至10日在北京舉行，S&ED架構下的「戰略安全對話」提前於8日舉行，代表者為美國副國務卿勃恩斯與大陸副外交部長張業遂。

美中戰略與經濟對話2009年首度召開，每年輪流於華府與北京舉行。S&ED下分戰略組與經濟組對話，戰略組下屬的戰略安全對話（Strategic SecurityDialogue）2011年第三輪S&ED首度舉行。

S&ED六輪會議雙方主談代表為美國國務卿凱瑞與財政部長路傑克，以及大陸國務院副總理汪洋與國務委員楊潔篪。

本次會議將著眼於討論兩國面臨的廣泛的雙邊、地區和全球領域的短期和長期經濟與戰略利益的挑戰和機遇。美方料將持續要求人民幣匯率自由波動。

大陸學界如武漢科技大學金融證券研究所長董登新表示，戰略經濟對話涉及範圍非常廣，經濟層面包括美方打破貿易保護、擴大對中技術出口等系列問題。

他說，中方則不僅要企業走出去，資本也應該在適宜的情況下走出去，因此投資協定將是本輪對話的焦點之一。
