歐央行突降利率 不排除推QE

（中央社記者江今葉布魯塞爾2014年9月4日專電）歐洲中央銀行今天意外宣布降息，將再融資利率調降至0.05%。為刺激經濟成長，歐洲央行總裁德拉吉表示，會議上確實討論是否推動貨幣量化寬鬆政策（QE）。

歐洲央行（ECB）今天在德國法蘭克福集會，會議大出外界預期，宣布調降全部3項主要利率10個基點。其中再融資利率從原先的0.15%降至0.05%，存款利率從負0.10%降至負0.20%，邊際貸款利率也從0.40%降至0.30%。

德拉吉（Mario Draghi）會後召開記者會表示，為了刺激經濟成長，歐洲央行委員會同意採取非常態政策工具，也在會議上討論推動QE政策的可能性。

歐洲央行決議從10月起購買資產擔保證券（ABS），細節將於10月2日召開會議後對外說明。

他表示，歐元區第2季經濟表現不如預期，數據也顯示第3季的經濟動能也逐漸轉弱，經濟前景堪慮。

歐洲央行內部預估，歐元區今年的經濟成長可能僅有0.9%，通貨膨脹率達0.6%；明年經濟成長可望擴大到1.6%，通貨膨脹率達到1.1%；2015年經濟成長將達到1.9%。
